What’s covered under the Common Assessment Standard?
The CAS is made up of ten sections, including:
Identity
The Identity section of the Common Assessment Standard ensures that contractors are verified and meet legal requirements for business operations. This includes confirming your company’s registration details, legal status, and compliance with the relevant corporate governance practices. Financial

Procurement Policy Note (PPN) 03/24
On 27 March 2024, the UK Government’s procurement office released Procurement Policy Note (PPN) 03/24 which replaced the former PPN 03/23.
This made several changes:
- It updated the Standard Selection Questionnaire (SSQ)
- PPN 03/24 strongly recommends the use of the Common Assessment Standard for projects exceeding £5.337 million
- It marked the end of PAS 91, which has now been discontinued, even though the impacts of it remain throughout the construction industry
- CAS expanded beyond PAS 91, making it the more desirable standard and certification choice for contractors
The changes made were a response to the calls from many organisations in the construction industry for recognition of a standardised selection questionnaire.

The Common Assessment Standard (CAS) is an industry-agreed question set designed to help manage risk across a wide range of criteria. It’s a comprehensive standard that builds on the (now discontinued) PAS 91 pre-qualification questionnaire (PQQ).
CAS was introduced by Build UK and the Civil Engineering Contractors Association (CECA) in 2019 to standardise and streamline the pre-qualification process which reduces cost, saves time and improves efficiency.
