The ultimate guide to SSIP: Winning tenders and mastering compliance
The tendering landscape is highly competitive. In order to stand out, you need to make sure you’ve got the right tools in your belt – like quality Health & Safety certification. Whether you’re a small contractor or a national leader, Safety Schemes in Procurement (SSIP) is the industry standard that transforms safety and risk management into a powerful competitive advantage.
At Smas Worksafe, we’re here to guide you through the process and help you focus on the work that matters. This comprehensive guide deep-dives into everything SSIP — from technical core criteria to the strategic advantages of holding a certificate.
What is SSIP certification?
SSIP stands for Safety Schemes in Procurement and is recognised across various industries as a mark of excellence. SSIP accreditation acts as a stamp of approval that shows your commitment to workplace Health & Safety and proves to potential clients that you meet the highest industry standards.
SSIP is a member scheme, meaning there’s a single governing body that oversees the approval of SSIP packages delivered by its trusted members, such as Smas Worksafe, CHAS, and SafeContractor. These members work under a mutual recognition scheme, known as a Deem to Satisfy agreement. This means that each member recognises the validity of another’s SSIP product. They all share the same goal: to make sure businesses manage Health & Safety effectively.
Do I need SSIP certification?
SSIP certification isn’t just for large companies or high-risk industries. It’s actually available to businesses of all sizes, from small, solo contractors to enormous organisations. In all circumstances, SSIP can benefit your business by demonstrating your commitment to safety and improving your chances of winning tenders.
Industry-specific benefits
Achieving SSIP certification enhances your credibility and simplifies compliance across various sectors:
- Construction: Many clients require SSIP certification to bid on projects, making it easier to secure contracts.
- Healthcare: Helps businesses meet strict safety standards required in medical environments.
- Education: Ensures compliance with safety protocols for working in schools and universities.
- Transport and logistics: Reduces liability risks and improves safety procedures in high-movement areas.
SSIP, The Smas Standard, and CAS: Understanding the difference
Navigating the compliance landscape can be tricky. Choosing the right certification depends on your specific business needs and the requirements of your clients. But at Smas, we’ve got three separate tiers of certification to help cover all the needs of your business. Here’s a breakdown of the key differences:
1. Worksafe: SSIP (Safety Schemes in Procurement)
SSIP is solely focused on a company’s identity and their Health & Safety pre-qualification. It’s widely recognised as the industry standard pre-qualification assessment scheme because it is endorsed by the Health and Safety Executive (HSE). At Smas, we offer SSIP through our Worksafe package.
- Reduced PQQ burden: Instead of filling out multiple, similar questionnaires for different clients, you can use your SSIP certificate to demonstrate competence, saving time and resources.
- Increased credibility: Because it’s endorsed by the HSE, it carries significant weight and recognition, making you a more attractive prospect for clients.
- Competitive advantage: Many clients now require SSIP as a condition for tendering, opening doors to new opportunities.
- Improved performance and reduced risk: The process encourages you to review and improve your safety management systems, leading to a safer environment and fewer site accidents.
2. Worksafe Plus: The Smas Standard
The Smas Standard is built on the back of the former PAS 91 (Publicly Available Specification), introduced by the British Standards Institute. PAS 91 was a modular standardised questionnaire for pre-qualification, aiming to address the challenges businesses faced with repetitive paperwork.
Even though the specification is no longer in effect, the Smas Standard uses the principles of PAS 91 in our Worksafe Plus certification. This combines SSIP with:
- Environmental Management
- Quality Management
- Financial and Business Standing
- Corporate and Professional Standing
- Building Safety Act
3. Worksafe Pro: CAS (Common Assessment Standard)
The Common Assessment Standard was introduced in 2019 by Build UK and the Civil Engineering Contractors Association (CECA). At Smas, we offer CAS with our Worksafe Pro certification. This is our most comprehensive level of certification, acting as a single assessment that covers all areas included in both Worksafe SSIP and Worksafe Plus.
- Eliminating duplication: The primary goal is to stop repetitive questionnaires. One assessment covers multiple areas, saving time and money for everyone involved.
- Comprehensive coverage: CAS provides a holistic view of a contractor’s capabilities, including environmental management, quality management, and financial stability.
- Efficiency & cost savings: By streamlining the process, CAS allows businesses to focus on project delivery rather than administrative tasks, leading to reduced overheads.
How to get your SSIP certificate
To achieve SSIP certification, you don’t apply directly to the central SSIP governing body. Instead, you work with an approved assessment body that provides the programmes to meet the required criteria.
At Smas Worksafe, we pride ourselves on making the process simple and hassle-free, getting businesses certified in just 1-7 days. To help get things started, here’s our six-step roadmap to getting your business certified:
- Choose an SSIP member scheme: As a leading member, we provide fast certification and direct access to our expert in-house support team.
- Consider the cost: Budgeting for certification depends on your business size and the level of assessment required for your trade. Investing now saves money later by reducing liability and making it easier to win work.
- Gather documentation: You must prove you meet the standards by presenting existing Health & Safety documents.
- Undertake an assessment: This consists of a series of questions based on the 15 Core Criteria set out by the HSE. With Smas, this is a streamlined 10-question process.
- Get certified: Once you meet the requirements, you’ll receive official certification and can start using the SSIP logo on your marketing materials.
- Maintain certification: SSIP is renewed annually. We’ll help you stay informed on regulatory changes so your policies stay up-to-date and compliant.
The documentation you need
To get through your assessment smoothly, you need to show your company is committed to high safety standards. Here’s the breakdown of the essential documents our assessors will look for.
Health & Safety policy
This outlines your company’s commitment to safety, defines your staff’s specific roles and responsibilities, and establishes the basic procedures that must be followed at all times.
Risk assessments & method statements (RAMS)
- Risk assessments: These documents identify potential hazards in your workplace, assess the risk levels, and, most importantly, outline the control measures you’ve put in place to limit those risks.
- Method statements: These are detailed, step-by-step plans for specific tasks. They show exactly how you’ll carry out activities safely, including necessary precautions and equipment.
Workforce qualifications and training
A well-trained workforce is the backbone of a safe business.
- Training matrix: This should be a clear record including a list of personnel and their relevant qualifications (such as CSCS, CPCS, or NPORS numbers and expiry dates).
- Trade-specific proof: If your team is undertaking a trade (like electrical or brickwork), providing samples of these qualifications can speed up the process.
- Safety awareness: For lower-risk trades, be sure to include training for manual handling, COSHH awareness, and working at height.
COSHH assessments
Control of Substances Hazardous to Health (COSHH) applies to almost everyone. Even if you don’t use paints or chemicals, you may work around silica or wood dust.
- CLP regulations: Ensure your assessments feature the current Classification, Labelling and Packaging (CLP) symbols. Using outdated symbols is a common pitfall.
Safety audits and inspection records
These reports evaluate the effectiveness of your current safety practices. They help highlight where your system is excelling and where you might need to make adjustments.
The downsides of not having SSIP
Even though SSIP isn’t a legal requirement, the consequences of operating without it can be significant for your business’s long-term health.
1. Missing out on high-value contracts
Many large organisations and public sector clients mandate SSIP as a prerequisite for tendering. Without it, you’re often automatically out of the running, limiting your growth and visibility in the industry.
2. Increased insurance and legal costs
Insurance providers often view businesses without documented safety practices as higher risk, leading to increased premiums. What’s more, without the clear audit trail provided by SSIP certification, legal disputes following an incident can become significantly more complex, costly, and difficult to defend.
3. Reputational damage and labour challenges
Negative publicity from a safety incident can spread shockingly fast across the internet. A lack of recognised certification can lead clients to perceive your business as a liability rather than an asset. Additionally, skilled workers are increasingly attracted to employers who can prove they prioritise a safe work environment.
4. Reduced operational efficiency
Without a structured Health & Safety management system, your site is more likely to experience accidents, leading to downtime, lawsuits, and low morale. SSIP helps you be proactive by identifying hazards well in advance, keeping your operations smooth, and your project timelines on track.
